UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest study of municipal councils, English councils are planning to sell social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and using savings to weather growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in southeast England announced its property management strategy featured the sale of a shopping centre in Rainham and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that over seven in ten of councils will have to increase council taxes next April to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both improved services and financial savings,” said a council leader.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities this week further found local finances being stretched by the growing number of children and adults needing Send support.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the Send system until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” said the report.

“Although only one key city is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and need,” said a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised care services in the past 12 months, the study revealed.
